They personified the wind as that tall and weird looking man who seemed rather annoying and jackass-like as a human, but we disregard it if the wind does it.

Well, I think it's less of employment and more of acceptance.
People found the wind bothersome, but the people who work for that company/whatever find him useful/good for the environment.
