By the time she actually noticed the truck, she definitely did not have enough time to move out of the way.

The driver obviously hit the brakes as soon as he saw the girl, and by then it was too late. If he started off at the usual 60km/hr and applied the brakes, depending on the type and manufacturer and judging by the sound of the horn, at best he would have hit her at around 25-30 Km/hr, which is still enough to turn a being that size into paste. But that still gives him ample time to slow down to about the same position(though I would say he should be at least another length and a half further). If he had swerved, he would have gone into another car, or worse yet the sidewalk with innocent bystanders. There's not a lot someone driving a Semi can do in those situations, which is why you need special certification and a high score on the test at that in order to drive one.
By the way: It's Anime. Logic (not even my own) is allowed there. So this discussion is pointless to continue.
