Well according to the makers of the anime, they said that they are willing to continue but they have to wait until the manga is like way ahead of them to start production.

It doesn't always have to be from a manga. I think the anime for Hidan no Aria passed the manga, but that is only because they got their material from the LN.

Well that's true, they have LN, whereas HOTD is a manga that is not adapted from LN.
