Doesn't look like 3rd. Third is permanent damage. It should heal up.

No empty bottles, just was numb because of the cold. Most of it is 2nd, but a small part in the middle peeled away, so I'm worried it's 3rd. And it's getting infected so I get a trip to urgent care.

Still sounds more like a bad second than a third. Thirds are usually black. Charred.
If you can still move your foot around, the damage hasn't hit anything important.
Trust me, I'm a doctor I've recently done my re-certifications for first aid.

Chunk in the middle, and some it has black spots. Can barely move my foot, but that's mainly infection.
