Why aren't Avys or sigs allowed to have Reproductive organs (Penis/vaginas) in them?

Probably because if you view the manga that's your choice, but if you visit the forum(i.e. public forum) then you have a right to not look at indecent material.
If someone from japan were to view this board and someone had a picture of an uncensored penis it's probably still illegal, not 100% though.

You choose to go to Nosebleed; if you only used this forum for the Video Games section(I know probably no one does) then you shouldn't be forced to look at porn.
