Two things:
Shitty software and/or shitty hardware, by hardware I don't mean the guitar, it's either the amp or the cables running from the amp to the computer.
What software is it? If it's anything advanced like Pro Studio or Ableton you can put a compressor over the input to balance out the frequencies and remove the static.

1) The amp I bought was from the pawn shop (Line 6 Spider II 15 watts) , I'm not sure about the wear and tear it has. Which is strange since my Jackson JSR32 Dinky has humbuckers... The cable going to the computer was given to my by the user NEXUS. You'll have to ask him how long he's had them.
2) I recorded this with Audacity. I don't know the inner workings of this software. Those softwares you're referring to, how much do they cost or are they free?

Edit: I totally skipped right past the first paragraph...
That's cheap as far as amps go, you may want to look into upgrading at some point.
Both applications are fairly expensive, it is after all the same software that industry professionals use. I'm not advocating it or anything, but there's this little thing called pirating that's been around for a while now...
