Should trolls be a banned?

These rules can be found here. It clearly states that trolling will not be tolerated.
I'm sure most of you didn't know this until now as Moderators seem to refuse to take any action against the trolls found on the forums.
If Moderators are really going to be so lazy and allow trolls to run rampant in threads should there really be a rule saying trolling will not be tolerated?

Luckily for the trolls, the law enforcement on this site is pretty lax. I, unlike a lot of users, took the time to read the rules when I first got here. And when I started actually posting in the forums, I was shocked at how much I saw them broken...

Should they be banned? Hell yes. Will the be? No. A few of the rules on this site are there for formality purposes but rarely carried out.

Jacob basically said he didn't believe in moderating trolling, despite that the rules seem to imply otherwise. Either way, one can just ignore a topic that is obvious trolling, or one can, as we have here, co-opt a thread into a legitimate discussion.
