There is a law I think that goes by the perspective of what looks underage but the perspective of the age of some one will differ in opinions depending especially if they have an interest in anime or manga (not talking of thing that are hentai just anime and manga in general).

The law is so vague though that it would probably be easy to defend as long as it wasn't actually what they thought it was.

Also if some one was to be charged they wouldn't say in the reports that they were arrested for having hentai it would simply say they had illicit images probably and the media would blow it out of proportion making the suspect look even worse.

If it is illegal here in the UK, then I'm breaking the law. Although I have never heard of someone getting arrested having a fetish for Japanese cartoons fucking each other senseless.

If it is enforced though, it'd probably only get enforced where Loli images are concerned, and it'd be used as evidence towards owning Child Pornography. You know how close-minded Brits can be when it comes to Paedophilia. Something like that can ruin you for life even if proven innocent. Whether Loli actually is classed as CP here in the UK is another thing entirely though.

From a quick search on Google, I've found nothing mentioning laws of Cartoon pornography in the UK except on Wikipedia and Yahoo Answers! (Fuckin' joy) But from what little I've found, all "Legal" hentai in the UK has to have characters depicted as 18 or over. Funny that, seeing as the legal age here for sexual consent is 16. Anyway by the looks of things, Loli's illegal and DFC is barely legal. I'm guessing the schoolgirl tag is illegal as well, unless it's an 18+ high school if such a thing exists in Japan.

If there is content of characters under 18 wouldn't rewriting it should make it legal though I think it's best for the age to not be set so the age is in the mind of the reader(though if it is set I think it's still in the mind of the reader. I tend to imaging that they are the same age as me except with older women because I still feel young).

The reason consent is 16 and pornography is 18 is it used to be 16 but they raised it to avoid the young being exploited I think but they didn't raise consent though I think they were thinking of it but decided against it.

Obviously there's an argument to be made about the difference between fictional teenagers and real 'barely legal' or AB/DL fetish porn, but it's a minefield. All of this comes under the Coroners and Justice Act revision of 2009(?), championed and pushed through with minimal debate by Jack Straw, Harriet Harman et al.

As far as schoolgirl hentai goes, it's obviously a big fetish in itself in Japan, so it's fairly hard to avoid if you like the genre. But it is also pretty common for students to fail or retake a year, so you can easily get 18+ students, even if they aren't commonplace. Whether any of that would slide, I don't know.

Considering all the camgirls of dubious but unproveable age, and the fact that I still see Haruhi, Evangelion doujins etc. on sale at UK conventions, I imagine the police have bigger and more easily prosecutable 'crimes' to pursue.
