I'm not entirely sure, I was at a meeting when I noticed it happening to my pinky finger.
Basically, its like having your skin turn into dead skin much faster than it should.

Closest I've had to the above is my left index finger (yes, only the end of that one finger) gets dry and starts flaking a little every now and again... Probably due to oil at work...

If you expose your skin with body lotion or rehydrating cream to pure oxigen, like if there's a fuse with an oxigen tank, your skin will get heavily burnt
