Because you're supposed to do that before the auto-battle quest, it's at the top of the string, and you're reached the bottom of it, don't worry though, just look at that Special quest tab once you finish all other quests and maybe you'll find something pleasing. ^^

I haven't retired any quests so far...
Maybe some quests differ on different factions?

And have you done any quests under Special?

I dunno but... apparently the quests you receive can randomly appear, MAYBE the rank B quest will appear after this one? God knows, if nothing comes after that one there, no 10 ore bundle for you. =/

Not yet, I need to finish all other quests to unlock those.
