Cloud had to watch his girl be stabbed in the back - that would ruin anyone's day to the extreme. Then had to dump her into the abbys of the lifestream - the girl who brought him the most happiness.
Sephiroth was one of the most evil bad guys of all time. He wanted to control the world in the most literal sense. He wanted to literally control the world by becoming the world -the very planet itself - then he was planing to go around destorying or devouring other worlds. That is pretty evil to me.
His demented obession for his mother (read: ancient alien pile of flesh) just added to his twisted view that he was a savior of the planet.

Cecil watched a little girl jump into the ocean and 'eaten' by a giant fish, two kids petrify themselves, a good friend save him and his party by kicking them out the door as the room exploded, an old man dying in vain from casting a spell he shouldn't have to avenge his daughter. He saw a boy's parents turned into monsters, his girlfriend kidnapped and dying(he saved her), the 'deaths' of many of his friends, his best friend betraying him, and his brother was a villain.
Kefka is the most evil. He didn't want to rule. He wanted to destroy. He hated everything, and as such, he got the powers of a god to destroy all of existence, and even create a monument. Plus, he was like the bastard love child of Giygas, Ronald Mcdonald, and Joker. He also gets points for being a villain who started with nothing.
