Lyrics, purpose of the song, creation and development, the scene where it's sung, emotions felt by the singer as the song is sang, a lot goes into deciding which is the winner.

Arphage is exceedingly beautiful, that's beyond any form of doubt whatsoever. However, in Saki's (or Sakia's actually) case, as shown in her CS, Arphage is the sole purpose of her creation. It is her destiny, so to say. So while she indeed deserves a lot of kudos for having that kind of beauty in her, after she's done singing it i.e. fulfilling her raison d'etre, what happens? What about the person called [Saki]? Nothing, that's it. She is Arphage, Arphage is her only worth. That is especially obvious since Arphage is a FLIP song. (As to what FLIP exactly means in the title, you'd have to look it up yourself)

In that aspect, even Finnel tops Saki in terms of worth. Yeah, there was nothing resembling explanation as to why she has Fusionsphere (secretly hoping she crafts it herself, that's be awesome), but after she sang it (okay, it was stopped midway in game but that's beside the point), her worth doesn't stop there. She still has a lot going on in her, part of it is conveyed in the form of ViiBaCi MjiiRa.
