Free VPN is like STD its not fun for anyone involved. So no i dont think there is any free vpn that's actually good or even bearable. Use Tor for that purpose, its still very very strong anonymity.
If you want VPN then i suggest you pay for it, at least then you know that you get real service. You can get good VPN for about 60$ a year. Its very small money comparing to money that non VPN problems bring you in certain cases.

Free speech? Naw. I know there have been instances where people have been arrested for their tweets, the people who run twitter complied with whatever govt was pissed and gave them their info.
It's an efficient communication tool though(not the best, but it works). I don't tweet myself, but I do follow a couple bands/musicians, video game devs & journalist.
A couple artist too, but I'd rather just check their sites/pixiv account.
