This was part of Troika Games Action RPG for PC "Vampire the masquerade - Bloodlines".
The character is a Malkavian, which gives him uncontrollable abilities like foresight or mind reading, but on the other hand they are insane, so they can't control those abilities and speak in riddles (or to TVs and Stop Signs).

Troika games is already bankrupt, so it should be easy (and kinda Legal) to get that game.
One thing though: you need at least the Patch 1.2 (Which makes the game PLAYABLE. most of the stuff regarding battles were so f*cked up...) and 2nd: this was a malkavian playthroug. It is not recommended to start as Malkavian or Nosferatu (because you'll miss Dialogues or City Interactions)
