If you check the wiki, there are 5 Misaka Imoutos that have important role in the anime/manga/light novel.

-Misaka Imouto 0 (Full-TUning)
-Misaka Worst

And the one that I claim is Misaka Imouto 10,032 that usually have more role than the other Misaka Imouto.

Remember that Misaka Imouto is not Misaka Mikoto.
Misaka Imouto just born from Misaka Mikoto's DNA. And completely different living organism.
