Okay, those movies called "20th Century Boys", a famous title created by famous mangaka, Urasawa Naoki-sensei.
They are manga adaptation. So, actually many scenes in the manga aren't displayed in these movies. You should read the manga if you want to fully 100% understand about its story and characters. But don't worry, even without reading the manga, you still can understand the story but with some interesting events and characters missing.
Really recommended for those who love mystery and complicated story.
