I'd go for Hinata. Looks sexy as an innocent character with a massive crush on Naruto. Can change character cliche though since she already confessed and Naruto knows it already. I'll wait for further devs on this one. Sakura is the "tragic heroine" with worry issues on both Naruto and Sasuke to boot. Ino and Tenten, in my book, still stock characters.
For a female manga character to be considered out of the "Stock Character" list, I think two things are necessary.
1. The author devotes some time for that character's background. Hinata's past is known. Sakura is documented as well. Ino and Tenten... somewhat fodder.
2. Major doujin circles start making doujins of those characters. Hinata and Sakura lead the pack. Ino and Tenten got a few blips on the radar but mostly supporting characters at most.
