Why are there different levels on censorship?

How come some manga has full censorship (glowing lightsabre penises), medium censorship (black/white non transparent lines) and light (transparent lines) ? Whats the deal?

Two options: Either it differs between publishers, or between authors.
Lightsaber dicks are pretty convenient to pass through censorship laws.
The others are risky because you could be attacked for being too lax on censor.

Konomi Shikishiro censors by default, meaning the light saber dick isn't removal of genitals, but not draw first hand.

Censorship changes depending on the publisher, the medium the work is being published (magazine, web, book, etc), and the current political climate regarding censorship in Japan. That's why you'll see censorship levels change over time but also change once chapters get published in a book or when an artist switches publishers.
