In situations like these, I say look at the date they joined, and then ban them for how long they've been active on the forum.

I think Jacob said himself once that if they would find out someone were underaged when they joined but aren't when they find out that he wouldn't ban them, since they are allowed to be on the website. Or something along those lines.
