She manipulated the two strongest pilots to her side in the series. She fucked up the militaries of Orb and the Earth Alliance, and got rid of the leader of Zaft, twice. Now she stands as the unchallenged supreme leader of the Seed Universe with everyone thinking she is nice and dandy.

But if I were Kira and I could screw only one of them, I probably would have given Fllay a second look cause admittedly, she's hot. Would still pick Lacus in the end though.
