Mega Man Ledgend was more of an alternate reality spin-off than a true sequal, thus making her a different person with a different design. But in the end its Waar's game he is god and sets the rules, so you'll have to wait for his input on the matter.

Fairy tales my ass.. Eve read all kinds of books which makes her very knowledgeable, she often visits any kind of libraries too.. Read the damn manga or maybe anime before you even want to talk about this..

The Major Difference is
Eve
-a young girl, who is a genetically engineered bio-weapon
-She is designed to be the ultimate soldier, and she is raised to be an emotionless killing machine.
Konjiki no Yami
-A girl from Planet Kurosu (Alien), working as an assassin.
-she is 24 years-old, despite having the appearance of an 11 year-old (albeit a rather mature one)
Even though Kentaro Yabuki Illustrates both of the manga, he isn't the author for To-Love-Ru,and that doesn't justify that Eve is the same person as Yami.
and the characters in to-Love-ru are not a "cameo", but more likely to be a "homage".
The same will go with Magical Kyoko (Kyoko Kirisaki), which is an alien in to-love-ru and human in Black cat.
Cameo
A single very brief appearance by a prominent actor or actress (characters) in a movie or song (or anime/manga).
Homage
