Modern Times might be one of the best ones ever. At least, in my mind. Although all of his movies have some sort of message behind them, Modern Times stands out especially strongly, and it blends the humor with a serious bsns message extremely well.

Is it better than Dr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb? That movie too used comedy to present a very serious message. You could call it irony.

No, I don't think political satire ever will be, Strangelove is too amazing, but it comes close. They're worth watching together, actually, since they're both about a similar subject: humanity's use of technology.
