That is complete nonsense - no such rule exists in the programming code of the forums. You can post however you want in any section but Incoherent Babbling and your post count will rise. Incoherent Babbling, or IB does not raise your post count at all as it's mainly a section for spam.

Your post count should rise along with your reputation, that number next to your post #. Rep can only be given to you by others, and there are plenty of rules on Rep in the Rules/FAQ thread in the Feedback/Suggestions section.
