It's not from a anime/manga. It's just a character an artist made up, I don't know the name of the character, unfortunately.

Ah...
I know about Cyclopes, I've just never seen anyone make a type of character out of one. You always think of cyclopes as being those grotesque monsters from the ancient Grecian tales.
Even so... I'm still not so sure...
