The scariest one was the first one but my favourite one was probably Freddy's Dead.Ah, I see you favour the more 'horror-comedy' approach to the movies then?
They really nailed the formula by the third instalment in the series, with Freddys humour mixed in with the murders in equal portion. It did get a little out of balance in the later instalments, but Freddy was still fun, mostly due to Robert Englund and how in tune with the character he had become.
My favourites in the series are the first, third and seventh one (new nightmare) mostly because it was the first movie to break the fourth wall so vividly that I had ever seen.

I thought new nightmare was okay but I didn't really care for the fourth wall approach too much, I'd say had they used a similar plot but made it with Nancy instead of the actor who played her it probably would have been way better IMO. I loved the comedy aspects of the nightmare on elm street series they really stepped it up in the last freddy movie (not Freddy vs Jason) even giving a reference to the wizard of oz which was just genius.
