Animation Program Recommendation

Could anyone recommend one or more animation programs dealing with both 2d and 3d aspects with recommended spec of Intel i3 Core Processor or lower?

Blender is still pretty decent last i heard, but you can correct me if i'm wrong.

Thanks for the suggestion. Blender's been working fine, although I did come across several frustrations for being a noob.

Well someone beat me to suggesting Blender. And to confirm, it gets better every release.
Now for 2d the only one that was worth getting still is creatoon, its free and easy to get into once you get a hang of the user manual [which is really just a bunch of tutorials but still great nonetheless]. The downside is that it's developments have discontinued. So yea version 3.0 is the best it will ever be.

Hm... are there any other recommendations that you could make? Because of the long-term nature of the project, I'd like more recent tools with ongoing developments. It will be highly probable that I will be tinkering with the tools throughout my university years.
