Canada Police Cybercrime Investigation Department Virus

So I was surfing the internet today when this thing pops up.

At first I was terrified that this was a real thing but then I noticed they wanted me to send them money over the internet, and this made me suspicious.
After restarting my computer couple of times I managed to get back to my desktop, and look this up and it is in fact a scam. The guys who made it seem to have made different versions of it for different countries and its a worldwide thing.
Apparently its some sort of Trojan that can get past all the major Anti-Virus software programs. I've been looking online for awhile on how to remove it but different websites have different instructions, and I'm not sure which ones are supposed to be for Windows 7. I'm not even sure how to tell if its still there or not.
Has anyone run into this before and can tell me how to tell if the virus is still on my computer and if so how to get rid of it?

I fix my friend computer once that has this.
What I did was this
---Go on a non infected computer---
download AVG/Avast or some anti malware on a flash drive(cant remember which one i use)
---now go back to the infected com.---
before turning it on, turn OFF all internet access, remove all Ethernet cable if it attach.
once computer is on that virus shouldn't be running.
run the program on the flash drive and scan your computer.
the virus should be detected and remove it.

Do you remeber which anti-virus program you used. I think my computer still might have the rootkit which installed it (I got rid of most of the virus by doing a system restore) but when my program ran it found the virus and tried to fix it but all it did was made my computer crash. I'm now looking for new anti-virus software.

Also you may have to look up it's directory and remove it from the registry. I've had to go in there a few times in the past to make sure they wouldn't run.

1. Boot into safe mode /w cmd prompt.
2. In the cmd prompt type explorer.exe and press return (enter).
3. Scan your computer, just about any notable av software will pick up the virus and remove it.

Also using Malwarebytes helps.

old all purpose virus scrubdown post I made before
See these scareware programs all the time at work, usual routine is access msconfig, disable all startup options, run safemode, followed by standard Cleanup!, then Ccleaner for the registry, TDSS Killer, Spybot and Malwarebytes, and Vipre Rescue. Keep in mind there are some viruses like this out there that make this process quite difficult to accomplish normally, and or some of them can't be cleaned out by this process, in which googling may be your best bet to fix them especially if they cause some major registry changes or changes with windows system files. In which case it usually comes down to patience and persistence to remove any virus.
all of it is free, and easily removed once you're done using them

Before enything, remember to make a goddamned backup, so many people forget to do so. Use Symantec Ghost if you can't boot into the infected os properly and have a cd drive available. Likewise if you can boot successfully try to run Image For Windows to back up, the one benefit over ghost being that you can access and pull files from the image backup made by IFW.See these scareware programs all the time at work, usual routine is access msconfig, disable all startup options, run safemode, followed by standard Cleanup!, then Ccleaner for the registry, TDSS Killer, Spybot and Malwarebytes, and Vipre Rescue.
