Hmm, you should at least tell us which OS you're using...
Did you try changing it with another admin account maybe ? And to be honest, why do you really want to adjust your time ? Isn't it supposed to synchronize with internet time, except if you disable the required service ?

Type the following code into the command console if you are using Windows XP/Vista/7.
A new account called "Administrator" will appear on your login screen, access it and see if you can change the time. If you can't, you may have a nasty virus and I would recommend doing a full scan.

Change the time in the BIOS?
Get into that within the first 10 seconds or so of turning the computer on by hitting the delete key or whatever the screen tells you. If you don't know what key it is just spam all the F keys at the top as well as delete and you'll eventually get in. All the operating system does is modify that same thing just from within the operating system.

Hmm if you created a new account and you still can't change it I am inclined to say you have a virus. I would run every cleaner you have and if you still need help post a hijack report. See post 2 HERE

Well the only thing I see in there is:
O23 - Service: WeFi Engine Service (WefiEngSvc) - WeFi - C:\Program Files\WeFi\WefiEngSvc.exe
But if you installed it then it's not an issue. There is a virus that uses that name as well but from what I saw I'm guessing it's a program you installed.
Actually can you explain this one? Searches turn up nothing with this name.
C:\DOCUME~1\GAMING~1\LOCALS~1\Temp\vargyw.exe

^This. Just as your computer turns on, it will show some screen before it boots into Windows. It will also tell you what key will bring you to "Setup". Press that key, and an outdated (probably blue colored) looking BIOS screen will appear. From there, set the time and it will change the time you have set in Windows.

This is only a temporary fix and does not solve the users issue. Problems with not being able to change the time in Windows have been known to be caused by viruses and it is imperative to the health of the users computer that he or she find out whether or not their machine has been infected.
Simply bypassing the problem altogether will only make the situation worse in the future.
As Masterwolf suggested it is advised that you run several types of repair applications. For this particular situation, I would recommend running software that can scan and fix registry errors.
P.S. Sorry if I seemed hostile.
