Good, Affordable, Efficient, & Stylish Laptop Coolers?

Problem:
My laptop can hardly run simple games like "Spiral Knights" and "Mabinogi" and starts to heat up quite a bit while using video players on anime streaming websites without overheating and automatically shutting itself off. It never used to do this last year when I had it before.
Reason I need/want one:
Since it's almost Summer time where I live, and the area in which I live in reaches about 90 to 100F in the Summer, I need a good affordable, efficient (and perhaps stylish) laptop cooler.
What I'm looking for:
-17inch wide (or a little bigger) by 11 in height (or bigger. I have an HP Pavilion dv9700).
-Cools off laptop efficiently (which I presume would take at least two fans).
-Affordable (Around $30 to $40).
-Able to be powered by AC (USB) and DC (wall outlet) power.
-Optional blue LED lighting (with a switch that allows you to turn the LED light on and off)
Laptop coolers I have researched that I'm interested in (what's your opinion?):
Thermaltake Massive23 LX Laptop Notebook Cooler Oversized 230mm Blue LED Fan USB CLN0015 <-I might just buy this one if I don't find any better ones.
NZXT ACC-NT-CRYO LX Aluminum Notebook Cooler 120MM Adjustable Fans (Black) <-This one is a bit TOO PRICEY though!

I know that I should probably clean out my fan and any other openings that collect dust on my computer with a can of compressed air. However, even if I do clean them out, I know that it won't be enough to keep my computer cool.
If you know any good laptop coolers and/or are willing to give me your opinion on what the laptop coolers listed above, please reply!
EDIT: Although I agree the laptop does suck, I would like to say that it has 3GB of RAM, a 2.0ghz dual core processor, and 250GBs of HDD space.
Also, I do not use it on my lap (defeats the purpose of a LAPtop much? XD).

Not going to lie, I don't know anything about labtop coolers however I have one piece of advice.
Never care about looks in regards to a product like this, look at performance and nothing else.

I FEEL YOUR PAIN, MY BROTHER!!!!!! I too live in a harsh, high temperature climate and posses a crappy, outdated lappy rig that is woefully underpowered and pathetically underventilated. In order to combat this and to keep the silicon in my comp from melting in the 120 degree summer heat, I had to go looking for a cooling mat. I did eventually find one that works for my purposes and keep my unit cool enough to not melt itself, but that's beside the point. The point is, that you can take that piece of shit thermaltake with the single oversized fan and shove it, because it ain't gonna do shit for you. You'd end up with uneven, sporadic, and inadequate ventilation that would leave you cooking your MoBo faster than an OC'd I7 Extreme can process simple polygons. Go with the more expensive triple fan unit; it'll be more what you're going to need in the long run. With three adjustable fans, you can position them where you need them most in order to effectively dissipate the heat blooms that various internal components generate. Due to the confined nature of laptops, often times components that generate massive amounts of excess heat get place ridiculously far away from any of the integrated cooling parts, thus leading to hot spots that can cook said component and the surrounding silicon. But if you really can't afford that particular triple fan unit, look around more for them. I found mine from Fry's Electronics for less than $20. Now granted, mine's a piece of shit compared to the one's you're looking at, but Fry's has got alot of better units that the one I picked out.
In case you decided to opt for the TL;DR approach with the little wall of text above, I'll just leave these here:
- Go with the more expensive three fan unit; you'll be glad you did.
- If the three fan unit you posted is really too expensive for you, try looking on Fry's Electronics website; they've got some good quarity dope.
- If all else fails, kludge it LIKE A BOSS.

I have an Antec Notebook Cooler (I know, what a name). It works well for my blisteringly hot 2.8GHz i7 Macbook Pro. Then again, my ambient temps are 72-76F.
Also, this might work well for you as well. Have you thought about cleaning out the heatsink/fan assembly on your laptop? Dust is the #1 cause for high temps from my experience, even in hot places.
