its only decent to hear a persons story out. it is also just as decent for them to accept how you want to proceed with it, IF they are asking for help.

If there are not enough "stalkerish" actions like you said, just keep close friends and family informed and updated.
If they see this guy anywhere near, tell them to let you know immediately (and if it is anything out of the ordinary, let authorities know). And if they are with you when this guy accosts you, they can also try to get him to back off.

I suggest making it clear to him that you don't wish to see him or that he should man up and find his way.
It is your fault for being polite and acting like an open door for him, get your act together and tell him what is on your mind.

He sounds like the kind who doesn't take hints at all, and is in fact getting all the wrong ones. It sounds to me like seems to think that you're interested in him because you talk to him and give him money. So my advice to you is to stop being so nice to this guy, it's why he keeps coming back. Just tell it to him straight: to fuck off and leave you alone. I'm not saying this is your fault, but the situation you're in is self-inflicted and you're not making it any better for yourself.

..this "stalker" of yours is actually sounding off as a leech. It's not your fault, giving him money in the first place because you wanted him to leave you alone. But you shouldn't continue that (and I bet you already know that), but let me say it.. when you start being nice, he will use you. When he knows your weakness, he will use it against you.

You can block him from your friend list, bring a few friends over, inform your neighbor about it, just so you can rest assure.
But whatever sob story he has more to say, don't give in. If he needed money so much, he can work it off, not party it out.

I went to the cellphone company and asked his number to be blocked
long story short, his number is not blocked.
I think he "got the clue", that I was avoiding him, when I immediately turned off my fb the last time.
he isn't sending me any messages and no calls so far
(I wish this is not shortlived, he did actually stop calling and sending me messages for about a month then he started again)
HOPEFULLY NEVER EVER! for good
when I told this story to my older sister, of course she gave me a royal scolding!
I haven't had the opportunity to directly say to him; "F U C K OFF!", and get the hell away from me!
and if ever he will set foot near my house again I will call the police, the police station is about 3-5 minute walk from my house(10-15 min if I take the scenic route).
