The page looks like an order form of some sort. Though I have no idea what it says, there's a little yen amount there saying something is 8,500 yen. Sooooo might apply to the figure.
No clue if they'd ship abroad though... could try emailing the webmaster listed at the bottom of the page?

Amiami has it and they do ship internationally.

So yeah looking at it, the keyboard doesn't look good. What do you guys think about the skin, do you think it's painted or just plastic?
