Kind of Important
A ray of Tsunlight.
Honestly, booting from the Windows setup disk should solve that problem just fine.
Usually. I'm not really in the computer loop anymore. Stopped paying attention.

Honestly, just re-install your damn Windows...
If you ask questions like that, this is is the most serious answer you will get:
You should get a blue one.
I would recommend a gray one though, they seem to last longer.

Here is a question, what do you use your computer for, how often, how long do your computer to be "recent/modern". Also are you building it personally or do you want to order it through a company?

Yea, usually using the install disc to initiate system restore does the trick.

You could get those towers in both gray and beige, though I guess that the majority was beige though. Point is that if you buy one it will obviously outlast you.

Yeah, when that happens, only thing you can do is re-install windows.
Of course, your hardware could be bad too. Possibly bad RAM or hard drive. If you can burn CD's, you can download the pre-made ISO of Memtest and boot to that on your computer. http://www.memtest.org/#downiso I can't think of any great hard drive tester's though that are free. Because bad RAM or bad sectors on your disk can corrupt files and then stop windows from loading correctly.
When you ask "what kind of computer should I get?" I will reply with: "What do you use a computer for?" If all you do is look at Fakku all day, then you could get away with some beat up old junker from a repair shop that's under $200. However those do not leave any room for expansion in terms of wanting to run current software that requires more power.
Look at it this way, you buy something that's under $500 you're getting something that's not very expandable if you, per say, you want to start playing PC games or take up video editing and 3D drawing. It will also slow down quite a lot once you start letting your weather program, IM client, Norton or McAfee and a whole host of other worthless programs load when you log in to your user account.

Spoiler:
Your post did not meet the basic intelligence requirement for this forum.
We recommend going back and trying again (try using more than two words).

First of all we aren't going to give you a PC. I do have an old Pentium 4 rig lying around, but it's old, and I don't plan on giving it away.
Second of all, desktop or laptop PC?
Maybe using a little better English will help us understand better too.
