You fried your card man. Static electricity is a computer's mortal enemy. Next time use either an anti-static wrist strap, anti-static gloves, or make sure your grounded by holding the chassis and if you have to set it down make sure you set it on an anti-static bag or something.
Look at the "POST beep codes on CompTIA A+ Hardware Core exam" on this page to be absolutely sure what your problem is: http://en.wikipedia.org/wiki/Beep_codes

First a few questions.
1. What type of card? PCI-E I am guessing? Also you talk of another card that works what kind of card is that?
2. What is the exact beep code you are getting? Is it 3 short, 3 long, etc.
3. What make of MB.
However if I had to guess I would say you need a bigger power supply.

This man speaks truth usually video cards give off a long beep when they want more juice.
My old 6800GS produces a long loud screech if it lacks juice.
OP did you plug the power cables back into the videocard?

Yeah I am going to have to say your power supply is the problem. How many Watts is it?230V...

Well newer video cards need a lot more juice. If all you have is a 230W PS I can almost guarantee that you have a power issue. The card wants more juice then your system can provide and that is why you are getting the black screen and the beeps. I would suggest upgrading your PS but make sure you get one with the same connections a lot of newer PS's use different connections.

Oh wait a second you said 230V. That's your voltage not your Watts. I need to know your power output (Watts) not your power input (Volts). But I am still guessing you need to upgrade your power supply.

It should be on the front part of your power supply. There should be a sticker there that lists it's wattage (Usually where all the cables come out).

Yup it's your power supply then. Newer video cards need 450W + I had to upgrade my power supply for the very same reason.

Well it worked before and you said you have the power plugged in right so maybe the socket the card fits in went dead? If you have another socket try that. And you need to turn the computer on and listen to the beep code again. It will be just like morse code with long beeps and short beeps. Tell us what the beep code is.
