Its been a small dream of mine. I wanna do stuff like Daft punk or Deadmau5. Just making Techno-esk music. But I have no idea where to start to learn and mess with stuff.

Best thing you can do without spending hundreds of dollars is buy a USB MIDI keyboard (they can go for under 100 USD) and get your hands on a Digital Audio Workstation (DAW). There are many options for PC users:
Cubase
Ableton Live
ProTools
FL Studio
Reason
Reaper (this is free, but a little less beginner-friendly, imo)
If you're on a Mac, you've got Logic Pro or GarageBand.
Personally, I recommend Ableton Live to start out with (it's up to you how you want to acquire it) since the interface is minimalistic and incredibly intuitive. A DAW is basically your backbone for making music, and to make the most out of it, you'll need plug-ins, or VSTs. This is typically what you'd spend most of your money on, but you can get a lot of useful synths and effects for free. Everyone has their own opinion on what the best VSTs are, so I can only recommend a few:
FM8 / Digital synthesizer
Arturia MiniMoog / Analog synth emulator
Massive / Synthesizer for bass and leads
Addictive / Drums
Guitar Rig / Amplifier and effects pedal emulator
Reason / Sampler, drum machine, synth, and much more
T-Racks Deluxe / Mastering suite
Keep in mind that all of these cost money to obtain legally. KVRAudio.com has a lot of free alternatives.
Now, before you start with anything, you need to learn how to use this stuff, either by reading/watching tutorials online or asking friends. I find YouTube to be really great for quick lessons. Also, make sure you have a decent computer with plenty of RAM/processing speed.
Anyway, that's a lot of shit to swallow, and there's a lot I didn't mention, but yeah. Just keep in mind that it all depends on what level you want to produce music. It's easy to use free/cheap software to get by with casual songwriting; most of what you need is knowledge of how stuff works (equalizers, compressors, synthesizers, etc.), and, of course, the creative drive to make it happen.
