My Laptop is Extremely Slow & I Tried Countless Things

Ok so I've been on a few computer support or tech community site things and it seems like they don't know jack. Two [dumbasses] people even told me to download CCleaner when I already said I did that I have it, so yea now I'm resorting to a Hentai site, that's you guys :D. Because I trust some of you would be more helpful than some so-called moderators on a tech websites.
Here's pretty much what I said on these various computer communities in a thread. None of them were helpful, and I'm pretty sure I'm not going to get squat on Yahoo Answers. Sorry, I'm really pissed because I can't even use any of my programs without problems.
It was working decently a few weeks ago but recently it has become unusable by first-world standards.
I'm not a computer whiz but I'll give as much info as I can.
Some info:
- OS: Windows 7 64-bit
- Memory: C: 99 GB, 24 GB free; E: 118 GB, 56 GB free; External HDD 1.3 TB, 110 GB free
- Dell Laptop Vostro 3550
- About a year old
- 3 GB RAM
- Processor: Intel Core i3-2310M CPU @ 2.10 GHz
Problem:
No matter what I do, I will receive lag/delay. If I open up an internet browser like firefox or chrome, they will take a long time to open up, about maybe 3-5 minutes average. IF I even go into the google search bar or URL bar to type something it will freeze up, I get the nice blue circle and at the top it will have a nice (Not Responding) in parentheses. This also happens if I open a new tab in said browsers, or open a new link in a new page or tab, there will be lag, delay.
If I open Control Panel, Microsoft Word, Adobe Photoshop, any movie or music file, there will be delay. EVEN when I open the Calculator, NOTEPAD. Yes, there is delay on starting up even Notepad and lag when I attempt to type anything in it, I.e. I type maybe 4 words, it will lag and if I click within obviously some of you know the program will sort of turn a faded white color until it works again. This happens in games as well. while I'm doing my thing, like for example in Warcraft III, if I could manage to get it to work, the screen will freeze very often. I play this 2D Browser MMo as well (Neopets/Habbo-like game), doesn't take a lot of computing power to run it, yet my screen freezes very often. I used to be able to play this 3D MMO quite comfortably but now I can't even log in without waiting 5x the amount of time I normally did, and that's no exaggeration.
When I'm going through folders, same thing, and usually when I'm navigating and go to a new folder for example Folder A on my Desktop which might have File 1, 2, and 3, when I open the Folder A it wiol be blank, and I will see the lag, and have to wait maybe 30 seconds or longer before the files appear. The problem is, this happens often, everywhere on my computer, whether it's browsing my folders, or browsing online such as on Google or Youtube, or when I'm trying to game, which I unfortunately cannot do any longer.
Things I thought about and Did:
- I cleared out programs I don't use, no need to tell me that.
- I do have CCleaner and went through everything on it, Registry Error fixes, Disk Wiping, etc.
- I do not have a virus, so no need to mention that. I have Anti Malware and NOD Eset anti virus or whatever it's called.
- I did disable unneeded startups, and there weren't many when I checked anyway, through CCleaner and msconfig and I looked at them in Safe Mode.
- I do not need to Defrag. All three of my partitions or whatchamacallthems after analyzation said defragmentation is not needed, all at 0% fragmentation.
- I have went though the Command Prompt running it as an Administrator and did the chkdsk C: Drive etc, and it didnt do anything.
- No, I didn't install anything funny recently, but I have been uninstalling things like crazy to give myself more space because of this issue.
- No it's not an overheating issue, because I used my laptop in a cool environment and intentionally pointed a giant office fan at it to force it to remain cooled and it's still the same results with or without doing so.
- I often delete these two files in my C drive from a folder called logs. They're safe to delete as far as I know, and I like doing so because they eat up my memory for nno rreason. When I first discovered them, one was 5 GB and the other was 27 GB, scary, I know, and they constantly increase in size for some reason and to this day I still don't know why but I don't really care since I delete them habitually anyway.
- I have done a large number or other things, such as trying Microsoft Fixit and a few other such mainstream or discussed methods and all have failed.
- I have to make this large post on my phone, and frankly that's sad in my opinion.
Is this a software issue? Hardware?
Any help that could bring my issue to a resolve is greatly appreciated.
Sorry if I mispelled anything or if my grammar was a train wreck because minor edits aren't very speedy or intuitive on my smart phone.

Have you tried doing a factory reset? Or I'd just back the things I'd want to keep and wipe the drive and reinstall windows... to save myself time. Since it's a Dell laptop it should come with a backup installation disc.

This sounds like it could be a memory issue. How much free RAM do you have? How much does your computer say it has installed? I know you said it has 3gb but maybe one of the sticks went bad? When you check how much free ram you have, if you have more than 1gb free then its most likely a memory issue.

Try booting the computer in Safe Mode.
If in SM it runs better, it means that some programs it's eating all your resources and make the system goes slowly.
To solve this remove from the Windows Startup everything that is not needed, leave only scheduled tasks, Antivirus and needed drivers.

You can never be sure of this unless you're using a temperature monitoring software or temperature probes placed directly on the components. Even in a cool environment, dust buildup on heatsinks or failing fans will cause overheating.
Download these tools:
Speedfan
HWMonitor
CPU-Z
- Extract the zips of HWMonitor and CPU-Z, and install speedfan.
- Launch Speedfan, navigate to the S.M.A.R.T tab, Select your internal hard disk
- Launch CPU-Z
- Launch HWMonitor, and extend it vertically, so that it show's all the elements, mainly the temperatures if your monitor lacks vertical resolution.
- Lauch the task manager with CTRL+SHIFT+ESC, navigate to the performance tab, hit ressource monitor, and navigate to the Disk tab of the ressource monitor.
- Make a printscreen of all of that if your monitor is big enough, or else take a *GOOD* picture with phone of each window and post them here.
It should give something like this:

-Your hard drive is on the verge of failing
-Your CPU is being overloaded
-Your ram is being overloaded
-Your hard drive is being overloaded
-Your cpu is being throttled(for whichever reason)
-There are any abnormal temperatures in your system.

I must question this as well. The default defragmenter built into windows was never the most reliable or performant for me.
If the previous steps yield no results, download Auslogics disk defrag and *DEFRAG* your drive just for verification's sake.

If this is a software problem, then a nuke and reinstall will fix everything. If not, then you'll know straight away that its a hardware issue.

if you have slow internet, maby checking your lan (the internet cable).
or the wlan (the router).
(since your phone has no problem in the web this should not be necesary).

As you can see I am using 4.15gb out of my 10gb available, so this is what I'm asking.

It sounds like to me you have a bad memory leak. I have noticed that the audio driver (Audio srv I think but I'm not sure if it is that one) can occasionally spin out of control and will eat almost all of the RAM memory. Try using this:
Open notepad
Copy and paste: FreeMem=Space(560000000)
Name and save the file whatever you want but make sure the file type is .vbs
Run it.
This little thing helps clear RAM. With that number setting, running it once should clear 560mb of ram. It's not a permanent solution, but I click it routinely on my desktop and it runs perfectly.

Run it.

Sorry to say I can't be much help on fixing it. I was using rainmeter and when I stopped using it started to go back to normal. I believe that I either rolled back an update or went forward with an update. Try restoring your audio driver. Because that particular driver just bled memory as if its virtual artery had been lacerated with a cleaver.

There's time to be saved posting your specs through speccy and such first.
Could you give us a list of your installed programs?
Also go into command prompt and run "net start" and copy us the list of running services as well.
As a curiosity it would be interesting to see how a fresh installation of windows on a new partition of the disc performs in its vanilla installation.

Tuneup Utilities is very good as you can temporary turn off any programs that you would not be using it for a while to speed up your laptop.
Also, in Task Manager, see if you can locate which process is taking up the CPU resources.
If you want performance over visual, right click My Computer > In Advanced tab under Perormance, click Settings
Here, you can either select Adjust for best performance to disable all fancy stuff or do a custom checklist. This will guaranteed increase your laptop performance significantly

Click the processes tab,
click the CPU category label until it has an arrow pointing down next to it
Watch your processes for a good 5 minutes, report back on which processes are hogging your CPU. Do the same with the memory category.
