Could be a virus... try scanning the computer with the missing shortcuts with you av and maybe try malware btyes.. try refreshing the desktop.. sometime they just are hidden.
The other problem could be a bad component, bad program or a virus... restart in safe mode.. if it does it in safe mode then it's a numerous problem.. if not then scan the drive with chdisk and av. You should at least have the factory recovery disk if you bought a computer after 2008 inside on a partion or made when you first started the computer... if not then down a linux based free os until you find the windows version you like for cheap or free.

Yes, but im not trying to confused the op on shit not relevant to the question at hand. Their literally so many choices in the UNIX like family of OS it just faster to call it linux since that what most people know it by. It's like someone telling a mac is better then a pc.. it s pc with mac os... Let’s remember, however, that “PC” means “personal computer”. Since when did the word “PC” mean a computer running Windows? Is a computer running Linux not a PC either? Or are we supposed to think that Windows and Linux powered machines are PC’s while a system running OS X stands apart as a different beast?
The evolution of this concept isn’t hard to see. The first PC was the IBM PC and it ran MS-DOS, a text-based operating system. MS-DOS was considered the de-facto standard at the time, just like Windows is today. Apple, in 1984, released the Macintosh. They gave it a different name so as to differentiate it from the text-based IBM compatibles. The Apple was the first computer to use a mouse and a graphical interface, and Apple clearly wanted to differentiate and make that fact clear. But, even then, the Mac was a box with an integrated display, keyboard, CPU, hard drive – everything the IBM PCs had. The word “Macintosh” was simply a marketing term. The only thing unique about it was the mouse, but the IBM compatibles had that before too long, too.
Today it is the same. The Mac is no different than the PC except for operating system. They all use essentially the same hardware, and that is even more clear now that Apple is using Intel processors. Both are computers. The only different is the operating system.
The sky isn't blue nor red really red.. your brain just perceives it to be red.

Help would be most appreciated thank you.
To actually help you, we will need more information:
A) Missing shortcuts
1. What are the shortcuts pointing to? Are these for programs, some location/file on your hard-drive? File/location on a network/home-group?
2. can you recall what update you installed? In Windows 7 you can actually check the log up windows updates.
3. If they were standard icons like My Computer, Network, etc. you just need to right-click your desktop --> personalize --> set visible icons, and readd these to your desktop. Some update could've reset your desktop preferences, so these icons could "disapper".
4. Windows now has a built in spyware/virus removal tool now that's usually installed through windows update. It could've removed your shortcuts, as there was a bug earlier that exploited a vulnerability in the icon rendering engine... though I kinda doubt this would've removed your icons, it's a remote possibility.
B) Restarting computer:
Please list what the configuration of the computer is (CPU, motherboard, etc). and what OS is running on it (Windows XP, Vista, 7, some flavor of Linux, etc).
If it's some version of Windows, press F8 during startup and try to boot into Safe-mode. If the system boots, check the error logs (Control Panel --> Administrative Tools --> Event log) for what could be causing this behavior.

When your computer randomly restarts (from 0 seconds to ~20 minutes) the FIRST thing i assume it is, is bad ram. happens actual fairly often. But its vary vague and hard to tell based on your explanations.
so it might be wise to explain further before going to any solutions that you have to replace parts for

Flasor and Xapkor are right, pretty much.
The problem with the comp that's shutting down all the time could be lots of things. Most likely bad ram, or insufficient power supply for the hardware currently installed. If you can't run it in safe mode, it's likely one of those two things. Again, system specs would be required to know anything for certain.
