Well, I'm from Singapore, and I think my English is pretty decent. I guess it really depends on your family & what language you speak at home. Like me, my parents both speak English fluently, and I guess that's how I learned.
Some of my friends come from Chinese(Mandarin)-speaking families, and so their Chinese is better than their English. It really depends on what language you use most commonly, because this is one of those cases where practice makes perfect.
PS, it's already pretty impressive that you can speak Korean, Japanese and basic English. I'm sort of learning both Korean and Jap too, and it's so bloody difficult.

well, the most effective is obviously growing up with that language.
So, You need to "live together" with English environments and people.
I'm asian, but I spent 2 years in the States and got fluent just by being there and hanging around with english speakers.

If you want to practice using your English listening and speaking skills, you can try watching subtitled English programs and/or communicating with someone who is fluent in English.
Listening to music that has nicely pronounced lyrics can also be a bonus if you're self-studying.

expose yourself to more english, reading novels, watching the news, etc.

You can train your listening and speaking skill by watching a movie which dubbed by english speaker. At first, it's okay for you to enable the subtitle ... but for the later, try to watch it without any subtitle. Repeat the process and you will get good result .. hopefully.

At my university I had three Korean classmates at my Cisco classes, and two in my Integral Calculus. And here I thought that South Korea only invaded my primetime TV :)
They told me that their parents sent them to study in the Philippines because, 1) They'll be able to speak English well here than at South Korea (which they are right now, they can even speak Filipino well), and 2) Pimp up their resumes (which landed them nice jobs in SK).
It's so much easier to learn it if you studied in a place where English is totally prevalent and is the primary language of discourse and teaching.

I'm not from Asia, but I learned English as a clear second language at the age of 4. And decided to use it purly to speak to my now step father, even if he spoke Icelandic to me. I tribute this to watching english speaking cartoons when i was small.
So I would recomend that you just watch alot of cartoons/movies/documentaries/music to practice the listening part of the language, if you want you could add me on some form of internet communicator, skype/aim/msn/aol etc. I'd be more than happy to help. Just send me a messege here. :)
Like I said, I'm not Asian. But I've been told I learn Language fast (oraly atleast) and would recomend to you to just get on ventrilo or team speak with english speaking people and watch/listen to movies/music with english speaking text. Maybe wait with the music if that's harder. It's atleast for me.

The only way i know to learn another language fluently is emersion. you have to be surrounded by fluent speakers. at least that's what it seems to take for me.
[size=10](+rep to OP for trying to learn more. not enough people make an effort to improve themselves imo.)[/h]

Well, I'm asian, but I grew up in Canada. I learned English first, then french. Let me tell you, When I was supposed to learn french, I spoke english the whole way. But you know, when you're always with the people who know the language, you start picking up. In less than a year, you'll have the basics(at least, oraly). Give another year, you'll be fluent. And then, actually learning the language will be easier.

I'm not Asian, really, but English still is my second language.
I'm good at it since I've been raised with english TV programs, games and early lessons of it at my primary school.
But mostly TV and games. =P

Well DUH. The reason you can't speak english fluently and you can speak japanese fluently is because english and korean pronunciations are way too different, but japanese and korean pronunciation doesn't take much work because, basically, they all have that same dialect, unlike english, where "T" is "ti" in korean/japanese, but "tsi" in english, or "O" is "O" in korean/japanese, but "OU/OW" in english.

to use others language fluently you need to live with them..
it's so true since i read english books for almost 6 years, yet again my english in conversation are still worst.. even though my TOEFL is 550+

english is my second language as well.....honestly though....READ...read a lot of english books....i suggest reading something like "in cold blood" by capote which has excellent english, is not too hard to understand, and the story is pretty damn addictive. watching tv and shows in english is good too, but to really get very comfortable with the language and master it at all levels, you really need to read......a lot... there are a ton of amazing books written in english, it should be fun :)

i'm asian.the most effective way to study english for me is study it from elementary school, watch some movies, dramas without subtitles and english translated manga.
for the conversation,i have no problem except when i'm in malaysia because (sorry for this) it's kinda different with the usual english that i used to speak.
but lately i'm kinda having some trouble when i'm speaking english because i'm currently studying japanese and the use of words are different with the normal ones.
