I need help to determine what tool should i use if i wanted to work on my coloring skills, currently i only use a mouse since I'm a bit skeptical about the drawing pad. I you would, please tell me what tool should i use. Specific brand or model information is appreciated, but it's o,k if you just typed "mouse" as an answer.

There is no better way to go about this than doing 100% tablet. It allows you to sketch things fast, with a more or less natural feeling (depending on the tablet and the software you're using). Linearting and coloring are acquired techniques that you develop with time, but both are greatly helped with a tablet. Actually, I'd even say you can't do either properly without one (though some people like to lineart with a vector tool, for whatever reason). If you're serious about drawing digitally, then I'd say it's the only way to go.
About the tablet, I usually break it down into 2 main options. If you're tight on budget, or you don't want too spend to much on a first tablet, get yourself the Bamboo Pen, which is around 50 dollars. You can pretty much do anything with that (I own a bamboo pen by the way). If you're willing to invest more on it, the Intuos 4 is where it's at.
About the software, there's a whole bunch of programs that you can choose from. Including photoshop. I myself like to use Paint Tool SAI, as it feels the most natural to draw with.
