SUbtitles (software)?!

can someone tell me which is the best free software to make subtitles in videos. please not just simple text i want effects and all of that. I'm a beginner BTW

Hmm.. You can try Aegisub. It's a pretty cool program. You can make your own subs and more. I haven't really touched the other functions yet though.

Subtitle workshop.

It's simple, and it lets you write the sub as you watch whatever you're working on and can do most required operations.

Alot of the effects you can make in aegisub will require some reading so better have sometime on your hands. Although it will really depend on what kind of effects you are looking for. Basic effects such as fades, blur, color transformation, and moving can be done in aegisub easily but anything more complex requires better understanding of how aegisub works. Don't ask me though since I never touch that stuff since its mostly used for karaoke.

I also suggest you look up mkvmerge as you are going to need to find a way to combine the video and subtitles together. That or pick up encoding and learn to hardsub. Hardsubbing is required for complex subtitles due to cpu and coding limitations.
