My torrent stopped downloading mid-download and it isn't because of lack of net connection. Can I get it to move again?

Most torrent managers will allow you to continue download at any time. So, just restart your computer and try again. Other times it just needs a restart of the torrent manager. Also check if there are any seeds for your torrent.

What torrent client are you using?
If it's uTorrent it should look like this:
If there are no peers seeding then you're up a creek without a paddle, as they say.

Actually it doesn't really matter if there are peers or not since there should always be at least 1 peer and that peer is you. What you want when downloading using torrent is seeders as they're the ones that have fully downloaded the file and thus using their bandwidth to upload that file. If you have seeders that are willing to seed that file then you're good to go. If not then find another torrent that lets you download that same file
