TV through the internet?

Hello I have an interesting question, is it possible to legally get TV channels from other countries? I want to actually get the live channels from japan and watch them in my home. I don't care if I have to do it on the computer and then stream it to my TV, as long as I can get it to work. My home internet/cable company said I might be able to do it through the internet(but of course wouldn't tell me how). I live in Canada if it makes a difference, And please for the love of god don't tell me to sign up for HULU, or Netflix I hate both(they suck hardcore in Canada) and I asked for TV channels not TV shows.
For those curios of my reasons I know Japanese and I find it hard to find people around me who speak it, and I find TV can at least help me keep the language in my brain. I am also a HARDCORE otaku and like watching anime as close to its Japanese release.

Well with Comcast the major TV channels are able to be streamed through the internet from their website. Maybe you should go directly to the specific TV channel webpage or try the providers for them and see if they have anything. I would do a search for cable providers in Tokyo and hit them up. However I find most things to be censored to outside of the country so good luck.

You can take a look at the Android Tv Box. They connect to your internet and stream live TV channel to your TV.
Here is an example: http://www.alibaba.com/product-gs/704530947/New_arrival_1080P_A9_HDMI_SATA.html
This one can watch Hong Kong and Japanese channel. I have a similar one to watch Hong Kong show and the quality is really good, but you do need good Internet, cable or fiber optic.
You just buy the box say 80 and you can watch it indefinitely
