Mash F8 on bootup. Select safe mode and press enter. Uninstall whatever crap software he has installed and create yourself an admin account. password protect the account. make his account or default account a limited account. oh and hope he isn't smarter than you.

do you mean user account control or UAC? If so, that's a totally different beast. follow these steps courtesy of microsoft:
Turn User Account Control on or off
We don't recommend turning User Account Control off. If you do turn it off, you should turn it back on as soon as possible.
Open User Accounts by clicking the Start button , clicking Control Panel, clicking User Accounts and Family Safety (or clicking User Accounts, if you are connected to a network domain), and then clicking User Accounts.
Click Turn User Account Control on or off. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
Select the Use User Account Control (UAC) to help protect your computer check box to turn on UAC, or clear the check box to turn off UAC, and then click OK.
You could also, in lieu of above, right click whatever program your trying to run or install and select "Run as Administrator". Doing that will bypass UAC.

I can explain myself quite clearly.
His brother obviously put those parental controls on there for a reason. If he had issue with that, he should have taken it up with his brother, instead of asking us how to subvert what his brother put on the computer. As such, I will in no way offer him help on how to bypass it; and look unfavorably upon those who do.
