she probably wants to be with you, but cant. so she trying to break up. it either mean its over. or it means she still likes you but shes too scared to defy against her mom........i suggest taht if you really like her, you stand up to her and confess all your feelings. tell her you guys can date in secrets etc....if that dont work then just say your gonna wait for her. but go date other people cuz nobodies gonna wait that long and find out they fall in love with other ppl.
