Windows 64-bit restore point deletion Freeze

My Neighbor asked for my Help about his Desktop freezing whenever he deletes Old system Restore points,He explained the events that happened Before the problem which i doubt helps very little about solving it, but he mentioned about defragging his Registry a dozen times in the past weeks, so could that be the culprit ?

120 Gb Hard drive
4 Gb Ram

Just a guess that his 120 GB hard drive is finally starting to die. Defragging too much also hurts the drive in the long run. See if the drive is clicking.

Well i don't hear some clicking sounds but it seems that i can see noticeable scratches on it , maybe because he has the CPU case removed (?)

If he is having to delete old system restore points I am guessing he has maxed out the drive capacity. As the drive fills to capacity it takes longer to access files which may be causing the freezing issue. I would tell him to purchase a new 1 terabyte drive. While he is at it he should get with the times and put windows 7 64 bit on it.
