This guy wanted me to make icons and stuff for him for 80$, so thinking it was easy money, I did it, two weeks of bothering him and working for more then was agreed, eventually I got the money and only got 18$. I asked him what the deal was and he said, I'll eventually be able to earn more with him if I keep working.
So I said, thank you but no thanks, accepted the money and blocked him.
Would you say that I was getting cheated and that I did the right thing?

Yeah, you were ripped off. When someone promises the payment of a specific amount, thats the amount they owe. Thats all there is to it.
I would request 50% in advance next time you do that for someone as well.

A similar event happened to me when I went to play for a party and when the party was over and I asked for the money, they informed me that I wasn't good and that they are not paying me anything. Now I ask for some kind of deposit in case shit happens.

Really it's going to suck BIG time if he claims your work in his own name. Then what are you going to do? Of course he will probably have to deal with someone who wants to see him "make more" and he stole it from you, so where is he going to go? Come back to you? Then nobody wins, but at this point I think thats the worst that can happen.

When you make an icon do you document it or put copyright note on it?
If you can document that you made it when you made it and were not compensated you have legal recourse
If you know a lawyer or a legal aid Have them send a C&D letter to the scum bag
If you have access to the site where the icon is used post the fact that it is your property not the sites
You can with little effort make their life miserable
Copyright law is pretty specific
and now includes anything created electronically
I write and copyright virtually everything. Even the crumby stuff LOL
Putting a copyright on is easy
Assuming you have windows go to the Character map,
Start> Programs or all programs> accessories > System tools > Character map
Scroll down the map and find © (any font will do)
At the bottom of the thing you created or if it is printed on the back
Post your copyright and the year (or date and year)

I do a lot of under the table, odd job type work. people constantly try to add more work , pay less than agreed, or both. what seems to deter this is a contract. most people are simple and don't know the laws relating to such things, so they are less likely to try to take advantage if they think i have some legal leverage over them. even if it's just the basic details scribled on a piece of cardboard.
if this type of work is something you do often, i suggest getting a P.O. box(for privacey) and devisng some kind of contract template, perhaps with a lawyer's help. something with blanks that can be filled in with the appropriate info.
