Telepathy. What, Why, and How

There is a person in my family who could hear sounds that we can't hear. We thought it was ok at first since there are many people who says that they can too(like god, ghost,the guy in the next room), but as the situations are getting wild (she's being command to do something), we all suggest her to go to see a doctor.
Anyway, my perspective is that she have a Schizophrenia, but I am a careful person who likes to consider things in all possibilities. I looked up google and find various informations but finds that there aren't clear borders between the two. So I need some people (better experienced) who could give me some answers and suggestions about what may be telepathy and what isn't with the following informations and question below.
ps: I know it is much likely a Schizophrenia than a Telepathy. But I hope that this topic can be more focused on Telepathy since I want to learn what you guys know about it.
infomations:
1. She can communicate with others through her mind(brainwave) who she claims that are alive .(although i never knew who and if this guy is real)
2. She can do the above with people thousands of miles away.(like usa to china)
3. She can do the above with multiple people at the same time.(it is like a MSN or Skype installed in your brain )
4. She claims that people with high rank in the government (for example the president) around the world all knows this technique.
(she even claim that there is a group in UN specialized to treat these problem.)

I don't discount anything. I'm not making any arguments, but humans, as a species, are only able to use a fraction of what their minds of capable of. Based on an intuitive leap, our perception is limited due to sentience. We are self-aware and that hinders our ability to study ourselves objectively. There are tons of psychological and sociological bullshit written about humans, but the only thing that separates the bullshit written about humans from the bullshit written about any other species is perspective.
Our self-awareness is our Achilles heel. Unless we are able to take a step back and see ourselves as Homo Sapiens, our ability to understand what we are and what we are capable of will be limited.

First of all, thanks for your post. That was quite clear and specific. I can't communicate with her since she is too into this thing. She isn't willing to give us proofs and do experiments. The people she says are all people I don't know or people I wouldn't even have the chance to get near. In all, no way to prove whatever she says is true.

No problem, well if she is truly honest about her "telepathy" she would easily be able to prove her power by bringing evidence via a seperate person, but by bring logic and reality you can often lessen,weaken,or disrupt any abnormal powers or chance by distinguishing subconsciously in your mind what is real and what is a chance that you have manipulated. To prove it true would probably be out of the question as it is a speculated unknown ability but to prove it wrong would not be out of the question, ask her if possible about the reasons behind not wanting to give proofs or not being subject to experimentation.
For your question, it would depend specifically on the type of communication. Analytically, the scientific type of telepathy would probably require tremendous amounts of concentration on one object or view but can theoretically be done with anything or anyone in your vicinity. But being based on something that probably isn't an established fact, her power can probably be as limited or unlimited as you described and varies through method. If by synpatic bond it would mean depending on strength of user you can transfer information to those of stronger will and receive and send from those who are weaker so in that situation your connected in a web of sorts. If in a hive mind or collective bond which is closely related and is much like the internet itself, based on unknown ranking or placement or strength one can pass on information through various links or hubs which would be another but in this type of bond it could go by so quickly the message can probably move as if one were speaking to many. For an example, lets say there are 5 people in a message board, if one were to send out a message, all 5 would receive it,this would be an example of a synpatic bond, while if one were to tell or macro it to someone and they were to immediately send it to the other 3 that would be an example of a collective bond.

Taken from a medical perspective, it is possible that what she has is something of schizophrenia or some other psychological condition. I wouldn't really know, but in a sense, you could also call it a type of "aphasia" that would have to do with an abnormality in certain senses of hers -- causing her to think she has an ESP -- or otherwise perhaps a physical condition that is affecting her psychologically (but all of this is made up on the spot of just random speculation).
From a psychology perspective, she may be just plain crazy or she might be trying to convince you and other relatives that she is special (and may be wanting to get attention). Try monitoring her behavior to determine whether or not she might be psychopathic to a degree or if the behavior she exhibits is behavior that is specifically used for hoarding attention. Look out for conspicuous symptoms and behaviors such as: Irrationality, ticks, extreme anxiety, shaking, etc.
If you take this from a religious perspective (depending on hers and your religion; let's do Christianity, for example), she may have been chosen by God and might be directly communicating with God (and others who have the telepathic abilities) in due for future events (apocalypse, good happenings, etc). I'm not specialized in theology or not too big on religion so I wouldn't know.
To sum this up, if your relative is constantly badgering you on this balderdash, go have her see a psychiatrist and/or doctor ASAP. If you are a religious person, go see your pastor or church head/official first.

Go have her read you and your relatives/friends minds a few times and do a case study on her if you really want to find out her telepathy. Because telepathic (ESP) powers are mostly considered by society as mere Sci-Fi, there probably isn't any statistical evidence that goes into fine detail and is revealed to the public (if telepathic abilities are actually real).

I have found no reason to believe is telepathy/parapsychology, a viewpoint that is shared by mainstream psychology. What she's experiencing sounds like schizophrenia to me, although having a doctor take a look would be the best approach for sure.

1. As I looked up google, I am quite sure that she doesn't have aphasia
2. No, she doesn't seems to be hoping for attention. It is more like she want to keep this whole thing a secret and solve it herself.
3. I've even asked the guy downstairs to help me ask god (his job is to communicate with god and tell us what the god says), and even he told me that the god says it is a mental problem and should see a doctor(witch I thought is very irony.)
4. She can't read my mind, tried that before. I kind of forgot the reasons, I'll go check up with her later.
5. Yep, she thought that this whole thing is a conspiracy, like telling her to be a spy and work forever for the country or else they will kill her children and familys and etc... In all, she thinks that the whole country wants her family dead if she didn't do as they say.

If you want a technical point of view. There is no evidence supporting any form of telepathy or mental ability. In fact, when faced with the task to produce the results in a controlled setting, no one has been successful with such a thing.
This leaves a mental issue. If she is lying then that is one form of mental issue.
If she isn't lying about things, then she most likely has schizophrenia. And it could be a pretty severe form if she's experiencing strong auditory hallucinations.
