Something that's been on my mind for awhile. With the recent shit storm that is SOPA, I fear that it's just a matter of time before they target protecting children from porn as a scrape goat for Internet censorship (if they lost SOPA and PIPA)
In most of the Anime, we do get the age of the characters. Some in the context of their grade in school or outright mentioned.
Take Naruto for example. We know most of the characters started out as being 12 years of age, I don't know how old the manga made them out to be now but you get my point.
We say that they can't dictate how old the characters are depicted if they are just drawings right? but if the Anime creator already depict them as certain age. What arguments do you really have?

I just wanted to add one more franchise; Pokémon's first few generations was as young as 10, but physically they looked about 14 or 15, particuarly the female characters.

In Shippuuden they are around 14/15 FYI.

The MPAA rates TV shows based on the content they feel is appropriate for specific age groups. Almost all TV's these days have a V-chip in them and It's up to parents to actually use it. The same can be said for the internet. There's no MPAA like entity as far as I know, but it not hard finding a long list of porn sites. If parents want to protect their children from online porn, there's literally hundreds of programs that will do that. Not to mention that Windows and most web browser's have a way to restrict what sites are visited.
I really doubt the US government will pass a piece of legislature that says "We are blocking porntube.com on the basis of protecting children from sexual themes". There's two reasons for that.
1. The government is not the parent of every child in the country
2. There's no one big corporations can sue or demand large amounts of money from.

Entirely separate from that issue is the "we want to catch child molesters because all child molesters view people under 18 in sexual situations". In that is what OP is referring to in "they're just pictures don't treat them as real people" thing. That's a topic for a entirely different thread.

The Young Turks (look on youtube for them) did a video on their opinion on SOPA and Protect IP. At the end of the video the guy in the video said that SOPA is too ridiculous for members of the House to legitimately think it would pass. He went on to say SOPA is just a money grab for the government.
1. Committee plans ridiculous SOPA bill fueled by the "donations" of big copyright holding corporations (Viacomm, Sony, etc.). Lobbyists gets $$$.
2. Internet corporations (Google, Wikipedia, Fakku etc) do not want SOPA to pass because it's stupid.
3. Internet corporations spend money on lobbyists to shoot it down. Lobbyists get $$$$$.
4a. SOPA passes and copyright holding corporations demand reparations from internet corporations. Copyright holders get $$$$$$$$$ from reparations.
4b. SOPA does not pass (or even make it to House floor) but internet corporations now fear it being revived. Lobbyists now have and instant source of income and just have to threaten internet corporations in the future by making planning a similarly stupid piece of legislation.
Either way, there are people in D.C who made money off SOPA regardless of how it played out. That's the meaning I took from what the guy said. I hope I didn't misunderstand him.

SCRAPE GOAT Jokes aside, this is a valid point. Personally, I think the author/artist/whatever of the doujin should be able to dictate the age of the characters; because they've already changed the story so that X stretches leather with Y, why shouldn't they be able to manipulate the characters' ages?
