From my understanding, not really.
There's 3 type of building which draws on 3 types of building resources :Wood, stone, and iron/metal
I'm just farming the one type of items and just finish one type of building before resetting and doing it for the other two
4 10 pull, Ended up with the event CE, double Drake CE, Nitrocis, and tada~ my loverly Kiyohime Lancer!
Really wished I get Squirtoria or Tamalancer but...I think I'll hoard my quartz til event #2 ;.;

Well finished with the first half of the event. Didn't get any of the event servants in the end so I'm a bit disappointed, but I'll get over it. Really wanted Mary/Anne and Mordred too.

Well looks like you guys don't need any other reminder that it's basically pointless to waste resources on resetting the structures unless you're desperately hungry for prisms.
That being said... I'm at the 10th structure right now, and the second part is gonna start MUCH later. So... I think I'll look at the list later on and actually tailor make my island to make it really special to me. XD

Welp, at least you get an event CE (and poor Mo-chan) there, unlike me.At 1st i was sooo hyped about getting Mo-san , i even leveled and ascended her once....and tested her on a low lvl mission.
And there the realization hit me...........her NP gain is crappier than almost any of the Sumanai's , even Astolfo charges NP better.

For ToMoe Lancer, from what I heard, she's not that bad. I haven't gotten her, nor used her enough from my friend list. I would say to put her in an Art team, with the focus on her. Or if you can, use the Cama CE or Scope CE to give her that much needed NP boost and just place her in a buster team.
I prefer Kiyolancer (Thank RNG for landing one..Though NP 2 would be tempting)
Is it unlocking Sensei and wait for part 2 to make her fully unlocked or is there a different condition?

Tamamo's downside are her 2nd and 3rd skills , her 2nd skill charms and def downs the enemy but gives 1 np charge , so better used to stall enemy from firing NP , her 3rd skill gives her recovery and multiple stat boost but 1 turn stun afterwards . other than those she's a pretty decent single target lancer.
Also you can max ascend temp. Scathach , she'll turn permanent once event story is done on part 2.

I believe you can cast debuff immunity, or some sort of clear on the stun.
Other then that, she's fine. And yeah, her NP gain is really low...Sad low
