So I'm looking for single player rpg game on the pc that could run on these specs:
Processor: AMD A4-4020
RAM: 4Gb
VCard: AMD 5450(2Gb)
I tried skyrim but it crashes alot in entering whiterun. It was a great game though but I think my system isn't up for it.

One Way Heroics, Dark Souls (because Dark Souls), Dust An Elysian Tail, FF 13 and 13-2 and the Dragon Age series.

This one seems decent enough despite being a little old. Trails in the Sky
Also Bastion and Transistor are noteworthy titles that should work on older hardware.

You into D&D? Anything on the Infinity Engine (Baldur's Gate, Icewind Dales, Planescape) is very old and has basically no hardware requirements.
The Xcom games are turn based strategy but involve certain rpg elements (character and equipment progression)
Gurumin would be a fairly old low-graphics anime RPG that comes to mind, pretty childish/light-hearted setting though.
There's also the Diablo/Path of Exile hack&slash RPG series. Those run on a toaster.

Single player rpg is extremely vague because a lot of games fit under that, but I'll bite.
Planescape: Torment
Deus Ex (no not Human Revolution, the original)
Fable - The Lost Chapters
STALKER: Shadow of Chernobyl
This War of Mine
System Shock 2

I second this notion.
