I'm quite unsure about the title though... Kojima already said that MGS4 was Solid Snake's last mission. Then again, who knows? We'll just have to find out in the following days/months.
Update(8/30/2012): Kojima himself has officially announced today his latest masterpiece, MGS: Ground Zero. Based on the new FOX Engine, MGS: GZ will be released on the PS3 and XBOX 360.

Ok so Rising & MGS5 are two different games.......
Now my question is how in the Hell can you make Solid Snake the protaganist again? I mean, he was basically on deaths door by the end of MGS4, & its not like he could have some mystery child/new clone brother.

Snake probably won't even be the main character. It's not like it's the first time it has happened.

[color=#006FFF]Just to clarify, Rising is not being worked on by Kojima. The game wasn't even supposed to involve Raiden to begin with, so I wouldn't expect too much from that, story-wise (but you never know). It's apparently going to be before 4--hopefully it'll explain Raiden's tranformation from a total puss to a badass.
But getting back on topic here, I'm not surprised by this at all (though I am disappointed a bit. I want ZOE3 now.) for a few reasons. First is the simple fact that Kojima Prodcutions has been working on a new graphical engine known as the FOX Engine, and of course Kojima would want to see Snake (or MGS in general anyway) in this engine, if not at least just once. So yeah, no big shocker there. As for the story, I'm sure something will be thought up in order to either completely sidestep Snakes growing age, or to introduce us to someone else (Hopefully not Raiden though, since that's what Rising is...).
One way or another, as Shinji Ex said, I won't be getting too excited just yet, as I'm sure we have quite a while to wait before even seeing any sort of glimpse of the game. I imagine Kojima just threw it out there to get the word out, and stop any confusion/rumors/speculation/etc.

Maybe sometime they'll try it, when milking the series even more than it's already received up to now, but if they were to make a remake as their first game in the new engine, it'd disappoint some a lot of people.

Somehow, I can't really be excited about this. After MGS4, I lost interest in MGS. By now, Revengeance interests me more because Kojima (whose claim to want to end the series was either a lie or he gave up and embraced the success and the fate of endlessly making sequels) is not working on it. But it's early and I'm still interested to see how they'll make it. I can't really imagine an open-world MGS and that makes me curious.
Also, a movie? Fuck that.

Open-world MGS is just awesome, but why make a movie? Maybe it's just me, but MGS doesn't seem like it'll transit well to the big screen. No 2 hour movie can capture the awesomeness of the MG series.

Now when they say 'open-world' are we talkin' MGS3:Snake Eater where you can revisit any region you were previously in? Or are we talkin' about a larger free-roam scale like Infamous?(Too large scale, but you get what I mean)
